INDECS Corporation has a long history of providing superior employee benefit program services and management, dating back to the early 80's. Originally, INDECS was a department of Ebasco Risk Managers (ERMCI), a division of Ebasco Services Inc. Ebasco was, in turn, a subsidiary owned by the Enserch Corporation. Ebasco employed more than 10,000 workers worldwide, providing engineering, scientific, construction and risk management services to the utility industry. Ebasco’s medical benefits program was perceived by participating employees as non-responsive to their needs and “frustrating” due to long claim reimbursement delays, followed by inaccurate claim payments that defied correction. At that time, Ebasco’s health benefits program was administered by several of the largest U.S. Health Insurance carriers. Switching from one large carrier to another did not improve claims service and made the situation worse from an employers perspective. Ebasco’s management determined that ERMCI, its subsidiary Risk Management Division, could provide better managed health claims services. It was also established that employee claims processing is rendered best through self-administration, as an adjunct to self-funding.
The Independent Consultation Services of Ebasco, Inc. began Group Health, LTD and Employee Benefit claims processing for the parent organization on January 1, 1984. Self-administration was an immediate success! Employee complaints were significantly reduced; the bureaucracy of the prior large medical insurers “ASO” arrangements were eliminated and claims were processed in a timely turnaround time. Internally controlled with efficient administration and superior customer service, the corporate health plans became a most appreciated benefit by employee participants, and costs for the medical programs came under management control. In 1986-87, our division became a profit center of Ebasco Services Inc. and shortened our corporate identity to INDECS of Ebasco, Inc. We were already marketing Third Party Administration (TPA) services to organizations who had similar claims service problems, and over the years developed into a full service employee benefit center providing medical, dental and short and long term disability benefits, as well as brokerage services, life administration, flexible spending accounts administration and assisted in most all employee benefit administrative functions, as necessary for the parent company and our “outside” clients.
As a self-administration benefit center, INDECS had a totally different approach to employee health coverage than that of the insurance carriers providing Administrative Services Only (ASO), and the brokerage community who owned and ran Third Party Administrative firms as an adjunct to their insurance sales marketing. A claims processing center providing self-insured coverage with self-administration services, is in the unique position of needing to maintain employee satisfaction of its co-workers by providing superior customer service -- while at the same time maintaining the Plan Sponsor’s goals of providing comprehensive employee benefits, while maintaining management efficiency and cost controls. To better service its outside clients, and assist the Plan Sponsor directly in securing all required employee insurance coverages, INDECS Corporation has offered full brokerage services to its clients in 1987.
The initial two claims and information systems managers of INDECS were Bruce E. Buchanan Sr. and Lee H. Cohen. In 1983, Bruce and Lee were health care specialists with Ebasco Risk Management Consultants, Inc. (ERMCI) before assuming their positions as self-administration managers in the newly formed employee benefit claims division. Throughout the following decade, INDECS grew as an Ebasco Profit Center, by providing services to “outside” clients.
In 1986, B. E. Buchanan Sr. was appointed President of INDECS and V.P. of ERMCI. Mr. Cohen was subsequently elected
Vice President of INDECS. The initial division of ERMCI, with five employees, continued to grow and eventually expanded to a service firm (INDECS) with over 80 employees.
During 1993 and 1994, Ebasco Services Inc. was sold in parts by its parent company, Enserch Corporation, to Raytheon Corporation and Foster Wheeler Corporation of America. Following the Ebasco divestiture by Enserch, INDECS Corporation was purchased by its two principal officers, Bruce E. Buchanan, Sr. and Lee H. Cohen, who remain today as principles of the corporation, and the operational management of INDECS Corporation today.
